New Luggage Rules
The finer points of the new Indian railways luggage rules are mentioned below:

AC First Class passengers can carry 70 KG luggage for free and a maximum of 150 KG by paying for the extra weight at the parcel office. The marginal allowance on the luggage weight would be 15 KG.
AC Two Tier passengers would be allowed 50 KG luggage for free (with marginal luggage weight allowance of 10 KG) and they can carry a maximum of 100 KG by paying for the extra weight at the station’s luggage/parcel office.
Passengers travelling in AC III or AC Chair Car can carry a luggage of 40 KG for free (with marginal luggage weight allowance of 10 KG) and they would be permitted a maximum carrying limit of 40 KG.
Sleeper class passengers would be allowed a luggage weight of 40 KG for free (with marginal luggage weight allowance of 10 KG), and a maximum quantity of 80 KG weighing luggage can be carried after paying for the excess.
Passengers in the Second class would be allowed a maximum luggage weight limit of 35 KG for free (with marginal luggage weight allowance of 10 KG). They can however carry a maximum of 70 KG by paying for the excess luggage at luggage/parcel office.
Children aged between 5 and below 12 years would be allowed only half of the free luggage allowance for their respective class. The free allowance in such instances cannot exceed 50 KG in weight.
Railways has also defined the dimensions for personal luggage. The trunks, suitcases or boxes that you carry in the train should be within the prescribed measurement of: 100 cm x 60 cm x 25 cm (length, breadth, height). How to book for extra luggage?
Indian railways would stay stringent about excess luggage. If a passenger is found with un-booked extra luggage, the person could be fined six times more than the original booking rates. So, it is essential for all the passengers to scrutinize the weight of their luggage before leaving home. If you find that the luggage is beyond the permissible limit do adhere to the below mentioned steps:

Visit the railway station (your boarding point) early and enquire about the Luggage/Parcel office. (NOTE: Excess luggage needs to be booked at least 30 minutes before the departure of the train, allowing the owner to place them safely in the Luggage van before the train starts.)
Fill in the declaration form for extra baggage and get it weighed.
Pay the difference in fare and get the slip certifying the booking of extra luggage.
This slip should be kept close by and shown to the TTE when needed.
Once booked, the extra luggage would be sent to the brake van. The extra luggage cannot be carried along in the regular train compartment.
NOTE: Minimum charges for extra luggage bookings start from INR 30 upwards (depending on the weight of the luggage).

What type of common luggage are not permissible on Indian trains?
There are certain items that you cannot carry on the train, and there are some others which you can only carry with prior permission.

You all know that explosives and inflammable items cannot be carried in a train. Similarly, any commodity having acid or inflammable gas content or deemed dangerous for the well-being of the co-passengers cannot be carried on trains.
Oxygen cylinders with the supporting stand can be carried by patients in all classes. But medical certificates need to be furnished for such a privilege. The oxygen cylinder along with its stand, when allowed, would be part of the free luggage allowance.
No merchandised items are allowed as a part of the personal luggage. You need to seek special booking for these and they have to be carried in the Luggage Van.
Offensive or derogatory items carried by the passengers, which hurts the sentiments of the co-passengers can also be treated as a violation of the luggage carrying code.
Birds, fishes, dogs or cats are not allowed within a train’s coach. You have to get a booking for them in the Parcel office. The only other way is to book an entire AC First Class coupe.

Remember that cancellation charges are levied on a per passenger basis.

2) Confirmed ticket cancelled within 48 hours and up to 12 hours before the scheduled departure of train: Ticket cancellation charges will be 25 per cent of the fare subject to the minimum flat rate mentioned above.

3) Confirmed ticket cancelled between 12 hours and up to four hours before the scheduled departure: Cancellation charges will be 50 per cent of the fare paid subject to the minimum cancellation rate.

4) E-tickets cannot be cancelled after chart preparation. No refund of fare shall be admissible on the ticket having confirmed reservation in case ticket is not cancelled or TDR (ticket deposit receipt) not filed online up to four hours before the scheduled departure of the train, according to the IRCTC website.

5) In case of cancellation of trains, for e-tickets, an automatic refund is granted. Filing of TDR or ticket deposit receipt is not required.

6) RAC (reservation against cancellation) train tickets or wait-listed train tickets cancelled up to 30 minutes before the departure of train – refund will be granted. No cancellation charge is levied and full fare is refunded to passengers holding confirmed, RAC and wait-listed tickets if the journey is not undertaken due to late running of train by more than three hours of scheduled departure, subject to the condition that the ticket is surrendered prior to actual departure of train.

7) For a PRS (Passenger Reservation System) counter ticket, in case of train cancellation, a refund is permissible within three days excluding the scheduled day of departure of train.

Mobile Aadhaar can be used as ID proof to enter airports

Mobile Aadhaar can be used as an identity proof to enter airports, while identification documents will not be required for minors accompanied by parents, according to a circular issued by aviation security agency BCAS.

Passengers entering airport premises need to produce any one of the ten identity proofs listed by the Bureau of Civil Aviation Security (BCAS) in its latest communication, which include passport, voter ID card, Aadhaar or m-Aadhaar, PAN card and driving licence.

“In order to ensure that a bonafide passenger is travelling on a valid ticket issued in his/her name as well as to avoid any controversy/argument with the security staff, any of the following photo identity documents shall be carried in original,” according to the BCAS circular issued on 26 October.

A passbook issued by a nationalised bank, pension card, disability photo identification and service photo ID card of central/state government, PSU, local bodies and private limited company will also be acceptable.

Differently-abled persons will have to produce a disability photo ID or a medical certificate. Students also have the option to furnish a photo identity card issued by a government institute.

The order, however, exempts a minor accompanied by a parent or a guardian from producing an identity proof. “There shall not be any requirement of identity proof in respect of infant/minor accompanied by their parents/guardian who is a bonafide passenger having a valid identity proof,” the order adds.

If a passenger is not able to furnish one of the ten documents, then there is also an option to provide an identity certificate issued by a group A gazetted officer of central/ state government. No Service Fee Till March, 2018 on eTickets: IRCTC

Indian Railway Catering and Tourism Corporation (IRCTC), which handles Internet based bookings of tickets for Indian Railways, has announced that under cashless push, there will be no service charge on eTickets till March, 2018.

Immediately after demonetization kicked in last November, IRCTC had announced waiver of service fee on all forms of online tickets for three months.

Then, this waiver was extended till June 30th, and then September 30th was the last day of this waiver.

Now, this has been extended for another 4 months, till March, 2018. This was declared by IRCTC in a notification dated September 29th, and was accessed by media yesterday.

Tatkal Ticket Booking, Cancellation Rules And Other Details In 10 Points

IRCTC, which provides online e-ticket booking facility for Railways, processes about 1,30,000 Tatkal transactions daily. Bulk of these Tatkal tickets are booked within minutes of the quota opening. IRCTC has come up with new facilities to pay for the Tatkal tickets. IRCTC website also says that during the journey, at least one passenger, whose identity card number has been indicated on the ticket, will have to produce original proof of identity indicated on the ticket, failing which all the passengers booked on the ticket will be treated as travelling without ticket and charged accordingly.
Tatkal Booking Rules In 10 Points:
1) Booking for Tatkal tickets AC classes open at 10:00 am and for non-AC classes at 11:00 am, one day in advance of actual date of journey, excluding date of journey.
2) Under the existing rule, no refund is granted on cancellation of confirmed Tatkal tickets.
3) Where confirmed reservation has been provided to RAC or waitlisted ticket holder at any time up to final preparation of charts, such ticket shall be treated as confirmed.
4) Cancellation Charges for RAC or Waitlisted Tickets: Refund shall be made if the ticket is cancelled up to 30 minutes before the scheduled departure, says IRCTC website.

5) In case of Tatkal ticket issued for travel for more than one passenger, some passengers have confirmed reservation and others are on waiting list, full refund of fare, less clerkage shall be admissible for confirmed passengers, subject to the condition that entire tatkal ticket is surrendered for cancellation up to thirty minutes before the scheduled departure of the train, according to IRCTC website.
6) If a train is running late by more than 3 hours or the train is cancelled, please file Ticket Deposit Receipt (TDR) with proper reason for claiming refund, says IRCTC website.
7) No concession is allowed in Tatkal booking.
8) IRCTC has introduced new facilities for payment of e-tickets, including Tatkal tickets: ePaylater (powered by Arthashastra Fintech Pvt. Ltd.) and Pay-On-Delivery (Powered by Anduril Technologies. These options enable to book tickets first and pay later.
9) For example, in the ePayLater option, you get the payment link through email and SMS on making your booking. You get up to 14 days to make the payment. Basically, ePayLater pays for you whenever you book a ticket. And you have to pay 3.50 per cent as charges, plus applicable taxes.
10) Tatkal charges per passenger are in addition to normal tickets. Tatkal charges are fixed as a percentage of fare at the rate of 10 per cent of basic fare for second class and 30 per cent of basic fare for all other classes subject to minimum and maximum as given here below, according to the Railways website.
